Negotiating Peace: Unveiling the Terms of the 5-Year Ceasefire Proposal by the Resistance
Watan-In surprising statements, the deputy head of Hamas in the Gaza Strip, Khalil al-Hayya, said that the occupation did not destroy more than 20% of the movement’s capabilities. He indicated that they offered the occupation through intermediaries “a ceasefire for 5 years with conditions.”
The leader “al-Hayya” added in an interview that the movement had offered more than once to establish a Palestinian state in the West Bank and Gaza with its capital Jerusalem, and the return of refugees within the international resolutions that arose in this regard.
He elaborated: “We live in a state and agree to a ceasefire and achieve a 5-year or longer truce.”
A Hamas leader added that the Israeli occupation “has not destroyed more than 20% of Hamas’ capabilities, neither human nor field.”
What is the solution?
He wondered: “If it – the occupation – has not ended, then what is the solution?” He continued: “The solution is to reach an agreement… We are ready to continue negotiations to achieve a ceasefire and complete withdrawal of Israeli forces.”
He added that the Israelis want to occupy 20% of the Gaza Strip in what is called a “safe zone,” which, according to him, is unreasonable and we cannot agree to the return of the Israeli occupation to the Gaza Strip. He added: “He wants to occupy this land with our consent and take the prisoners, and the war continues.”
Al-Hayya continued, saying: “If I were not reassured that the war would end, why would I release the prisoners?” He added that “more than one million and 200 thousand citizens and displaced persons in Rafah and the Israeli enemy wants to enter it,” expressing his belief that the resistance will deal with it as it has in other areas, perhaps even more intensely.

Occupation’s strength
Al-Hayya expressed Hamas’ welcome to any effort to alleviate our people without being an alternative to the natural land corridors to the Gaza Strip. He strongly rejected any non-Palestinian presence in Gaza, whether at sea or on land – referring to rumors about the idea of Arab or Islamic forces presence in the sector.
The prominent Hamas leader expressed his belief that any military force present in these places, whether Israeli or otherwise, will be dealt with as an occupation force, adding that the function of resistance and struggle is to expel the occupation.
Qatar and Egypt mediation
Al-Hayya stressed Hamas’ commitment to Qatar and Egypt’s mediation and refusal to agree to anything that contradicts the interests of the Palestinian people. He also affirmed adherence to the historical right in all Palestinian land from the sea to the river, with reference to the phased approval of establishing a Palestinian state in the Gaza Strip, the West Bank, and its capital, Jerusalem.
Al-Hayya revealed that Hamas is ready to disarm and transform into a political party if an independent Palestinian state is established on the 1967 borders.
He disclosed that the movement would accept a sovereign Palestinian state in the West Bank and Gaza, and the return of Palestinian refugees according to international resolutions on the borders of Israel before 1967.
He concluded that if Palestinians take their national rights and the Palestinian state is established, everything they have will become a fundamental building block for this state.
